Applications received during the open application period will be entered into a random selection process for placement on the applicable waiting list. Each waiting list will have its own random selection process. Waiting list placement, applicant selection and admissions will be administered in accordance with HCR’s Administrative Plan and applicable federal regulations, including any applicable preferences, eligibility requirements and project-specific requirements. Placement on a waiting list does not guarantee admission to the program or receipt of rental assistance. Additional program requirements may apply.

Prior to applying:

Make sure you meet the following application criteria:

  1. The Head of Household must be at least 18 years of age or an emancipated minor according to NY State law; AND
  2. The household must be income eligible. See the “Income Eligibility” section below for details; AND
  3. The household must meet immigration requirements.
    • The Head of Household, or at least one member of the applicant’s household, must be a U.S. citizen, a legal permanent resident, or have another eligible immigration status; AND
  4. The household must reside at the addresses listed. Project-Based Vouchers are for specific units only.

Make sure you have the following information for the entire household:

  1. Name
  2. Email address
  3. Telephone number
  4. Date of Birth
  5. Social Security Number or Taxpayer ID for at least one member of the household
  6. Current Household Income (gross)
  7. Number of Household Members

Income Eligibility:

The table below lists the Fiscal Year 2026 very low-income limits for the New York, NY HUD Metro Fair Market Rent Area. To be eligible for a voucher, a household’s total gross income must be at or below the listed limit for its size.

Please note that income limits are updated annually. Families must be income eligible during the year they are called from the waiting list.
